Kinetic Cutting Beam should replace a Turret or the Hagh'Peng (I don't see much need for rear torpedoes on Escorts) and than you get the 2P bonus from the Assimilated Console.
Other than that your running your Escort how I run mine. 1 DBB + 3 DHC fore, 2 Turrets + 1 KCB Aft.
If you don't have the rep for the KCB use a 3rd Turret.

i will toss out the torpedo then and i will try to get this cutting beam i also have defence system, and plasmonic leach and i am working on my omega rep now so i can get some good omega gear
with the photon point defense you could also consider creating a torp boat and running the adapted maco 2 piece for 25% added torp damage. I like to run shields/engines with the maco or nukara deflector for more hull and shield tank.
plasma seems nice right now with the embassy consoles giving 10% extra plasma damage per console. save up for fleet 2x acc 2x dmg plasma, run omega and rom plasma torps, and have your torp point defense and plasmonic loaded. all plasma infusers increase plasma DoT on torps, so you proc higher damage when they burn. consoles also add plasma DoT to all non plasma weapons, such as your point defense and KCB. you can go with flow caps or shield emitters for the consoles depending if you want added shield heal or more drain from the plasmonic leech.
also consider grinding for the ultra rare scorpion fighters, if not the ultra rare fleet peregrines. both are considered top of the line, with peregrines edging out due to their fleet status, but the UR scorps are somewhat cheaper and easier to get.
Have to chime in that with the normal version not fleet I have both point defense consoles 2x phaser DHC and 2x photon torp makes for a blast in PVE (not enough bare hull usually in PVP) so it's important to know which one you're doing primarily, the adapted maco 2p bonus is great if you like the torps as well
Have you looked at the BOFF stations on the Jem Hadar Heavy Escort? It's only got a Commander Tactical and a Universal Lieutenant that I would hesitate to put anything other than Sci in. It better fits the Destroyer definition than Escort.
The Jem Hadar Dreadnought Carrier has good stats but I'd take the Recluse instead it has Frigates.

DPS, shields, and damage resistance will be the main focus of your consoles. Even though I have a beam ship with the Omega plasma torpedo, cutting beam, and console, I haven't seen them make a significant difference.
Fleet 'Heavy Escort' Carriers should be built for heavy dps, speed, and stealth.
Plasmonic Leech (universal) console will also add to your build.
Mag Regulator (tactical) consoles will enhance your antiproton damage.
Plasma Infusers (tactical) consoles will enhance your plasma damage.
Since I am not good at PvP ship setups, someone else will have to give you some tips.
If you dig into the rare ship weapons, within the exchange, you can find some MK XI gear that gives you '+70% critical severity'. I think they have a [CrtD]x3 designation. Cryptic didn't design any of the fleet and reputation ship weapons with more than +30% to +50%. Its weird.
if you want to keep the torpedo, put it up front, you'll get much more use out of it that way, since you'll be able to focus your entire battery forward, of course a more tactically oriented torpedo, like a Quantum will do better in this setup then the Har'peng.
