DOFF procs are bad

What's the merit of giving so many duty officers a random chance of having an effect, as opposed to a straight reduction of cooldown. I suspect this is the main appeal of the Aux2Batt build, is that you actually get duty officers whose effects aren't subject to the nefarious whims of the random streak generator. Is there any chance some of these less popular, proc-based doffs will get a review and just turned into a straight cooldown reduction?

    Not a chance. I guess the powers that be wanted there to be some randomness in the effects.

    Rolliing dice is part of the RPG experience. Random chance makes combat less predictable thus more interesting.
