I don't see why those exist myself, donate items to get FC, use FC to create provision to donate to get nothing. meh My DOFF's do assignments for provisions and those are what i donate.

It is so people that have millions of Fleet Credit have something to spend it on than just Fleet Doffs. Having them tradeable would defeat the purpose of Mine/Embassy Provisions. Also it does not make sense that something that costs Fleet Credits gives back Fleet Credits.
