Go back in time 3.5 years and buy a boxed copy of the game from Target. That's how I got my TR-116. It's a cool, unique weapon, but the damage is Mk II and non-scaling, so it's essentially a vanity item.
I've repeatedly asked developers for a level-scaling version and been told directly that it'll never happen. Impossible to balance, they say.
That was a year or so ago, though, and I really think it's time to reconsider. This thing is begging to become Omega Rep's flamethrower.

Let's face it, it has horrible damage potential and with the newer weapons from various reputations and C-store it has been completely outclassed.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
Previously people discussing this weapon say it is nice for the lower levels, but ends up behind the curve later on.

As for the TR-116 itself, I've heard the reason as more balance-related, since the TR-116 is the only weapon in game that can shoot through walls (and therefore bypass the entry restrictions in ground STF's). It's also the only kinetic weapon with a long range on it (rather than being melee).

afaik, the only thing it's particularly good for is guaranteeing you the option in KAGE, by letting you kill the majority of the enemies before the timer starts.

AIR the "balance" issue was for ground pvp, which would essentially become impossible if a level-scaling TR-116 were introduced.
If you know your opponent's name, you can type (or laughably macro) the /target {name} command and then pop them from across the map. With enough tac buffs, even the Mk II -116A can be quite effective, it's just so rare as to not cause an issue.
I don't even care if they call the Mk XII version a TR-116B and take the non-LOS part off.
lol, in comparison to ******g pulsewave ohk's & knockback spam this gun is nothing...
moderate general damage offset by kinetic armor & shield penn blocked by reroute power to shield knocking it down to 10% of normal damage and you have a framework for the tr.
though tbh, when the implementation of "sniper rifle" is some plinky thing with only 40% range advantage over grenades... "lol"

TBH in its current form a really good ground player won't be hurt by this weapon. Most likely what will happen since there aren't many people who play these days that actually have access to this weapon that it will one day become a rep item or sold in the c-store. From a lot of posts I've read though it seems like a collection of newer players that do not understand ground combat.

Quantum Mortars can shoot though walls, using pets to aggro the enemy allows the mortars to start firing. I've seen this kill the 1st groups of Borg in IGE.
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.
I've taken to calling this weapon the "Charlton Heston".
If you zoom in close enough while firing one of these (and your graphic detail settings are high enough), you can even see - and hear - the spent shell casings flying out.

The shell casings are little physics objects that fly out and bounce around. You can cover the floor with them. It's a neat effect that they copied for the KHG/Adapted MACO pulsewave's grenade launcher.
I cashed in the Star Trek Collector's Edition a few days ago and got my red matter capacitor and TNG uniforms just fine. I would be surprised if the rifle is any different.

Edit: Oh, and that funky Turret Thing that makes you immune to heavy torpedoes and hanger craft! Can't forget that beast. Plus the Satellite Turret, Redmatter Capacitor... And anything else I've missed

Except if someone comes charging at you like a Rhino you can run from them, see them, and try to avoid them. There is no avoiding a gun that shoots through everything, I mean how can you even get distance from them if you don't even know where they are?

The solution is simple. Remove the micro-transporter from the weapon.
Hawk it to potential users (players) as a 25th Century take on the old-school assault and battle rifles of old Earth, as opposed to an over-specialized sniper system. Hell, make it a straight up sniper rifle without the fancy gadgets, for that matter. Market it as an anti-Borg weapon system, since the Borg (in the past, at least) have difficulty adapting to "primitive" forms of attacks.
