Breaking the Planet Fleet Action

Okay, so, I have the mission for Breaking the Planet Fleet Action. Was given to me at level 13ish. However, when I go to the system, I can't seem to find it. And looking at the wiki here, at the bottom, it says it's minimum level is 20. Is that correct? If so, why give it out so early?

    What you need to do is open your PvE window


    Then select : Break the planet
    Hopefully I'll come back from my break; this break is fun; I play intellectual games.

    I hope STO get's better ...
