I am frustrated right now. I will do my best not to rant. The intention of this post is to explain an issue I have with the Warp Core tool tips and hope that a dev will empathize with my situation enough to resolve it.
Warp core tool tips:
On the ground the WC tool tips do not account for your ship power settings.
Advanced fleet warp cores show a +7.5 bonus to a power system. In that tool tip it also says in parenthesis that the bonus increases with low power settings.
This tool tip is mis-leading.
Currently the way the tool tip reads could be interpreted as +7.5 +additional bonus if you have lower power settings.
Once you beam into space the tool tips show the true nature of these warp cores.
In actuality +7.5 is the max bonus depending on power settings.
(Can go down to +2.5. Possibly lower?)
I would suggest that the tool tip parenthesis statement be modified to read
(Max bonus of +7.5 at low power levels but will be reduced based on increased power level)
Having this tool tip would have saved the frustration I had for spending the time to grind the requirements for a fleet core only to find out I had more power with my MKXI purple core that I already had.
Even if this isn't fixed hopefully others read this and will be wary of the tool tips on Warp Cores.

Yea, the mechanic is exactly the same as efficient engines.
They did it this way to ensure that, regardless of your power levels, you gain some sort of benefit from the warp core. If your power level is high, then the +max will help you. If your power level is low, then the efficient bonuses will help you.

Yup I understand the mechanic. I spec my toons based on where I plan to put power and build my efficient skills around the powers I plan to neglect.
But that is not how the tool tip reads. It simply reads as a flat bonus with an additional bonus based on power levels. It just doesn't work that way.

The tooltip on ground never works right when you look at items and skills meant for space and vice versa. You see a lot of posts on the forums that make that same mistake, and a lot of people correcting that mistake by pointing this out.
For a while, all the tooltips indicated beside every number that they were normalized. That was, frankly, kinda annoying, and most people didn't even understand what that meant anyway.
So while I acknowledge this is a problem, I can't think of any elegant way of solving it.

Given the number of times it has come up and the number of times it will continue to come up...
1) Add a warning for folks to the actual Exchange interface regarding the stats on Ground or in Sector Space. They don't have to change the tooltips for countless items...it's a one-shot deal applied to the Exchange interface.
2) Add the ability to access the Exchange from Orbital/Normal Space.
Given the number of times it has come up and the number of times it will continue to come up...

On the subject of tooltips, it might be nice if the tooltips for gear in general stopped showing details for shuttles. I discharged my shuttle so that this stopped happening, but I don't think that's is really an acceptable solution.

I don't understand what is hard to understand about efficient, to me it is really easy to understand, if you keep your eyes open you will instantly know what is efficient based power boost and what is not, I call this community issue, not game issue, this cannot be solved unless we can hold eachother's hands and give 10 pages long description how 1 thing works.

heck is battle group omega about anyway? something before my time on STO? just an empty bit of space to visit with some inactive npc's and a few guys parkin their ships for the night. got on about season 6 or so..

This is one of those basic bugs that should not be in the game after all this time.
Not sure how anyone is able to make an informed decision on the purchase of any item for space, if you cannot see the correct stats on the ground.
Quoted for truth and echoing my immense frustration. My solution, and a bad one it is, it to compare the stats on the ground of two or pieces. So they're both wrong, but they're both wrong the same way, so they should be comparable to each other. This still doesn't tell me how what I'm buying will affect me.

doesn't calling the freighter in space do something similar, maybe a call Ferengi Orbital exchange shuttle for a modest fee of course

Some stats are, IMHO, downright deceptive. Like those on an Elite Fleet Efficient Combat Impulse engine. At the store it bravely reads:
+3.8 Weapons Power setting
+3.8 Shield Power setting
+3.8 Auxiliary Power setting
You think: "Wow! Those are some hefty bonusses!" Unil you actually fit it, and take it into space:
+0 Weapons Power setting
+1.8 Shield Power setting
+1.5 Auxiliary Power setting
Hmmph! If space stats cannot be correctly displayed on ground, then don't display them at all! List them as:
+?? Weapons Power setting
Etc. Don't just make something up!
