Without looking at the drain mechanics and weapon buffs/abilities...
...the 4x DHCs/4x Turrets will have a DPV ratio of ~1.25:1 vs. 4x DBB/4x Turrets. (~+25% DPV)
...the 4x DHCs/4x Turrets will have a DPS (15s period) ratio of ~1.07:1 vs. 4x DBB/4x Turrets. (~+7.3% DPS (15s period))
(Again, that's ignoring weapon subsystem power drain - those are rough numbers - they will vary.)
The cannons (DHCs/Turrets) return their power at 3s marks - the beams (DBBs) return their power at 5s marks...because of the 2/3 & 4/3 cycles vs. 4/5 cycle.
The CRF will affect the DHCs and Turrets.
The BO will affect a single shot from one of your DBBs (and chew Weapon Power, reducing the damage of other weapons unless it's countered in some other fashion).
The DHCs have a 45 arc, the DBBs a 90 arc, and the Turrets a 360 arc...but if you're stacking +Turn, you shouldn't have much issue at all keeping the DHCs on target.

what would be better SCatter volley or rapid fire then for PVE?
EDIT:I think i will just use whatever seems better to me as have two TAc Boffs and can switch them whenever.
CSV only if you are guarding probes in khitomer or defeding kang in cure, otherwise just use CRF. Other stuff uses epte to much to make CSV useful anymore like the spheres in Infected. Mirror Vorcha doesnt have much tac stations so you probably are better off with Tac team in the ensign slot instead of a torp skill, dont bother with torp on that ship.

I'm not even going to try to answer that...not like I didn't answer the first question, but because I really have no clue.
3 of my guys are projectile, 5 of my guys are beams or beams/projectiles, and just 1 runs a mix with cannons...
Yeah, i am using Tac team and i guess Rapid fire.
