So...just a few months in a long ago established fleet, and i'm already third on the embassy and the dil mine, like sixth on the starbase itself. Am I winning?
In my fleet I am first in every category. I go home every night and cry at the amount of resources I alone have poured into the fleet. I think I am winning, but only like Charlie Sheen.

I would be greatful to have a little bit of your problem. The Klingon fleet I am in will not let you purchase from them without being a certain rank. 200000 fleet credits. Problem is that I do not play my Klingon but once or twice a week. We have 500 active toons. Fleet leadership kicks someone out if they have not been there in three months. Problem is I can never donate because all the projects are on cool down.

2 solutions...play your klingon toons more often. Mark the project cooldowns on your calender or phone and logg on accordingly.

Not only do I know when the projects will be completed so I am there the instant they become available, I also know exactly what resources I need to complete the project instantly - and I have many of those on hand already replicated. It takes me 30 seconds to take a fresh project and fill every resource requirement. I try to be nice and leave some slots not filled for others to contribute to, but I have been known to complete a project instantly on occasion.
The higher ups have taken notice, and sometimes wont queue a 'next project' so that they get to complete its requirements at their leisure whenever they initiate it and I am not around. But we are getting into projects that take over a million EC worth of resources to complete, and sometimes it breaks my bank to complete one. 900K Dil - now those take a few weeks to complete. I guess the days of insta-completed projects is coming to an end.
Still, slowly over the duration, I am climbing on the leaderboard.
EDIT: Forgot to mention, purchasing Fleet Mark Boosts and Fleet Credit Boosts. For climbing the leaderboard they are Invaluable.
Fleet Credit boosts don't effect the Leader Boards.
Although they are a great way to power up Alt contributions.
I was once DKnight1000, apparently I had taken my own name so now I'm DKnight0001. If I ask you a question it is not an insult but a genuine attempt to understand why. When I insult you I won't be discreet about it, I will be precise and to the point stupid.

Want to join my fleet, at the moment I'm running competitions to get the members more involved in contributing. Of each leader board my 4 toons lead even my rom who's new is ahead of 95% of the fleet.
The latest is 4x nanite lock boxes, 2 x each of the officer packs and 2 x lock box keys and space jump/point defence lock box, all they have to do is reach 150k in the mine contributions. This has been running since the mine started, the closest of only on 30k...... And the competition runs out at the end of the month.

I am now 2 Mil+ Fleet Credits earned into my fleet. And I am probably too outlandish for your fleet. When it comes down to it, I've lost track of how many nested minorities I am. I really am better off in a 'Short Bus' type of Fleet.
The current leaderboard high score in my fleet is over 12 mil fleet credits, as I approach his limit, well, who knows what drunk admirals do when they are so inebriated they don't know what they are doing. (He and I no longer speak.) I may find myself looking for a new fleet, but that won't stop me from trying to be first on the leaderboard of whatever fleet I am in.
However, Dil Mine and Embassy Provisions DO cost Fleet Credits.

I consider it a 'Hidden Cost'. No matter how many I get from Doff's, I still wind up having to buy the remaining from the Replicator, that's why it is SO important to upgrade the fleet's industrial replicator - makes those cheaper to buy.
