Self-destruct (out of combat)

I just saw someone self destruct their ship in the Risa system. Since no combat can happen there, I don't get how that should be possible. I though it was an in-combat only ability. How do you do this?

You have to appeal to the Q Continuum for their permission in allowing you to self destruct at will. It's restricted only to certain locations, and doing so in sector space will permanently destroy your ship.

Just kidding! It's likely someone died right before a map change, and that's why their ship also explodes once they leave an STF and spawn in Earth orbit.

Oh ok, I guess that might be it. He took about three other people with him though.
