Escorts are designed for huge burst damage. They are designed to descend upon a target, remove said targets face, and then get the hell out of dodge before someone else comes and destroys them. Sustained DPS is better achieved by cruisers, BUT I have found that a properly built escort can have wonderful sustained DPS as well.
For pure sustained dakka, I would recommend the Fleet Patrol Escort. And here's the build I would use (I assume this is PvE, because you go for burst in PvP as an escort):
Fleet Patrol Escort
Fore Weapons: Romulan Hyper Plasma Torpedo, Antiproton/Disruptor/Nanite Disruptor/Polarized Disruptor Dual Heavy Cannon x3 (modifiers are your choice)
Aft Weapons: Kinetic Cutting Beam, Turret x2 (mods are your choice, make sure same energy type as dual heavies)
Shield: Elite Fleet Resilient/Regenerative with the ResB modifier OR Borg Shield mk XI/XII
Deflector: Elite Fleet Positron OR Borg Deflector mk XI/XII
Engine: Elite Fleet Combat Impulse/Impulse OR Borg Engine mk XI/XII
Tactical Consoles: 4x Disruptor Induction Coil/Antiproton Mag Regulator (whichever you ended up going with) Engineering: 2x Neutronium Alloy, 1x Monotanium, 1x RCS (I would recommend the enhanced mk X fleet ones, or best you can get based on whatever your fleet's mine is at) Science: Zero Point Energy Conduit, Assimilated Module (I assume you're at least Tier II/III for Romulan and Omega Reputation)
Cmdr Tactical: Tactical Team 1, Cannon Rapid Fire 1/Cannon Scatter Volley 1, Torpedo High Yield 3/Torpedo Spread 3, Attack Pattern Beta 3
LtCmdr Tactical: Tactical Team 1, Cannon Rapid Fire 1/Cannon Scatter Volley 1, Attack Patter Beta 2
Lt Engineering: Emergency Power to Shields 1, Auxiliary to the Structural Integrity Field 1
Lt Science: Hazard Emitters 1, Transfer Shield Strength 2
Ens Universal: Emergency Power to Shields 1 OR Hazard Emitters 1
And if you choose to only run one copy of EPtS1 and run a HE1 in the Ens Uni, use 2x PWO and add in a Damage Control Engineer.
Basically I have found that in PvE this build gives wonderful sustained DPS. I can usually average around 10k sustained in my tac, 8k in my Engi.
I chose the Fleet Patrol Escort since it's based on the freebie patrol escort (which you can use instead, just knock the RCS off the engi consoles) and because it's the tankiest out of all currently existing escorts due to it's BOff and console layout (JHAS can suck it). It also has the perfect BOff layout for a pure cannon build should you choose to ditch the hyper plasma. It's also very easy to get (Tier I shipyard required, which is very VERY easy to achieve).
You use disruptors or Antiproton because of the passives. Antiproton has boosted critical severity, and if your crit chance is high enough, you will get lots of crits and deal insane damage. Or you can use disruptors, since the disruptor breach reduces your target's defense by quite a lot, which combined with your Attack Pattern Betas will allow you to melt any PvE target with relative ease. As for the rapid fire as opposed to scatter volley? That's user's choice. If you want to have AoE, you go for scatter volley and spread, but if you want the ability to exterminate single targets with prejudice, you go for rapid fire and high yield.

Another vote for the Fleet Patrol Escort. In an all-cannons/turrets build using Borg Mark 12 Polaron DHCs, I can push out 9-10K sustained easily and have seen it spike as high as 14-16K during burst scenarios. The extra engineering console slot gives you lots of flexibility, and the ensign universal means you can tweak the build towards tanking or pure DPS depending on your requirements. I definitely prefer it to the Fleet Tactical Escort if only for the flexibility of the universal slot and additional engineering console.
Frankly, I'm surprised I don't see more of these in ESTs. It's a great ship...
If you have one, you could also use a Khyzon or Charal Andorian ship, it'll be pretty similar to the Patrol Escort except that it has an extra DHC and one less turret, which gives it a bit more DPS. Also, a Khyzon will be down 2 eng consoles and up 2 sci ones, but I have to say I don't think you really need any of those armor consoles, in STO PvE you really live or die on your shields (and Emitter Arrays and Field Generators are the consoles that boost shields). I would also suggest looking for a Plasmonic Leech and maybe an Isometric Charge console on the Exchange, they can be quite useful.

Breen cluster torp is a good choice if you choose a torp for stf's. and the shot is not wasted if its a sphere and gets destroyed before the torp arrives, the mines it deploys will act like regular mines and chase down any sphere or cube that gets close.

dont get the RCS console...instead get the tachyokinetic converter. it has both turn rate modifiers as well as crit d and crit hit.
also, if going for sustained damage...take out 1 weapon coil for plasmonic leech. use that in conjunction with the Maco mk XII shield and you drain enemy power across all levels by 15, increasing your power levels by 15, and gain additional power from the maco shield per hit you take, stacked up 10 times. +30 additional power in all systems while in combat, lasting for 15 seconds after combat has ended...boosting engine performance, healing powers, damage production, and shield mitigation, on top of the MACO shield resisting all energy types by 10%...
also, if going for sustained damage...take out 1 weapon coil for plasmonic leech. use that in conjunction with the Maco mk XII shield
They don't stack, you only get the bonus from one or the other. And don't give up a tac console, give up an eng or sci console instead, they provide a pretty limited bonus.

Except the Tachyokinetic costs lobi. And I was going for a non-lobi/entirely free build. If OP has access to lobi store items/zen consoles, then I am sure he can use them instead. And the Leech does not stack with MACO, and if he has the right warp core, he doesn't need the leech. Which means he can instead have the armor consoles, which are quite helpful, especially against the Borg.
