i wanna shoot at somehtinng that wont die and take hits of my choosing dmg type. I wanna build test. And i want scores. I wanna tell noobs.. try my mission, when u score high u are ready for pvp. No cynical cookie cutter guides (i luv mancom)! No convoluted and (ruined becus) craptic sponsored camp. Just a mission. You ace it if ur aces in pvp, u fail and get fedback when u dont.

NPCs as a whole yes.
I don't know much about the foundry but if it's possible to create things like time based challenges (requiring spike) as well as durability stress tests it might be useful to try out aspects of a build.
I see what jj is going for, not sure how possible it is because I never use the foundry.
I do think you could create a series of missions that might be able to stress test and tutor players on specific aspects that could be applicable to better ship building and piloting skills.
From what I've dorked around with it - it would be too limited for anything like that...outside of providing hours of chained dialogues that would turn the student's brain to mush.
It's nothing like the ol' Aurora Toolset from NWN - not even what CoH had with Mission Architect. It works very well for mindless grind missions and mindnumbing diplomacy missions.
