Increasing Commendation XP beyond 20%?

I'm trying to max out my commendation XP earned by DOFF-ing. I'm using a commendation XP Boost which gives 20% and a very rare Consultant who is supposed to give 4% Bonus CXP. It does not appear I'm getting over 20% Do game mechanics not allow you to exceed the 20% of the boost; anbody know?

    I believe that Skill Point/Expertise/Commendation XP/Fleet Mark boosts are non-cumulative. That is, you only get the largest that's active.

    I don't have a source though.

    There was a previous post about consultants NOT working as intended here. So not sure. Would love to get a response from a developer on this :o
