Embassy Officer of the Watch mission

The Officer of the Watch in the New Romulus embassy wants me to scan invisible radiation signatures in three-dimensional space with a two-dimensional map.

    Yeah, I can't find all of them and this is the only mission she offers.

    My experience is, if you hang around in those circles on the map for long enough, the mission will ultimately register your presence and let you continue. It can take an annoyingly long time, though.

    (Or maybe your science officer just gets bored and pretends it's done?)

    Must admit, this is easily the longest and most tedious of the OOTW missions... whenever it comes up, I know I'm going to have time to make a cup of coffee, at least.
