You no longer need to define the use of the helmet from directly on the costume screen.
Simply open your costume inventory on your toon and click on the option to display or show the helmet.
There should be a little "eye" icon next to items that can alter in appearance.
What you are describing is the helmet on the default mk12 omega rep armors. What the op is talking about is customizing the helmets through the costume unlock. Allowing a person to opt for honor guard or adapted honor guard styles. It seems like the headgear is not working fed side either on maco and omega styles either. It is just another bug in the growing list of tailor bugs.

Once you add sunglasses to your toon, the helmet option disappears. Same for all of them.
Yup. Both sides have lost the customization slot at the very top of the "Head" customize screen.
Not sure if it is just because of the sunglasses or not. Talked with a few fleeties that didn't get the shades on any toon and they are missing the helmets too.
THIS is the reason that programming courses preach both compartmentalization and modularization practices. Someone screwed up and put code in the wrong place.
The sunglasses thing is untrue, I know people who haven't bought sunglasses and have the same option, whatever's happened it's for all Omega Rep' costume sets, MACO, Omega Force and Honour Guard. My guess is it's something they altered in the tailor for head pieces.

Not everyone is having the problem, apparently. My KDF toon has sunglasses, and I just checked to see if I could make a new HG costume. Yes, and yes, the helmet is there. It's in a weird place, but it is there.

Actually, It's only the Feds. The KHG helmet is fine (just in a weird place, as has been said). What's really missing are the MACO and Omega helmets.
And, of course, the KHG cleavage chest. We really need that one back. I made my Reman female because of that chest, for crying out loud!
Yeah I'm not sure if it was bugged and fixed, or just well hidden to begin with but KHG helmet option is there, I've not got mine yet but fleetmates have (I wasn't planning to get it but not so long ago thought what the hey, might as well), Fed' side I have both MACO and Omega, just checked now, under advanced head options, category, the option for the helmets are back.

Are you serious?? Is that what happens? Wow, I'm glad I didn't open any sunglasses out of the boxes on my KDF yet!

Where would this place be?

I have all the costumes unlocked as am T5 in Omega and did the grind to get every set.
It does say it's a concept picture, not having the KHG set I'm not sure if it's in game or not.

The armor on the left character in that picture was used for the Photonic Tactical Bridge Officer uniform. Not usable by our captains.
If you meant the right uniform, you need to complete all the Elite STF optional objectives (except Hive space/ground).
