    Cost wise, there is no difference between the Embassy and Dilithium Mine for projects except for the main Dilithium Mine upgrades. So the Tier 2 Development upgrade costs the same as the Tier 2 Recruitment upgrade, but the Tier 2 Dilithium Mine upgrade doesn't cost dilithium, but costs more Dilithium Mine Provisions than the Tier 2 Embassy.
