how to recruit romulan bOff

HI all,
did anyone find a way to recruit romulan Boff. On my Doff missions i can only recruit klingon or gorn or orion, or leathan...but no romulan.
The problem is also than i can t train my romulan boff with an skill on an klingon or anyone else from the faction i join.
Anyone got the solution for that?
