So yes, something like Tet Glyder or DEM would be a good pairing with Dualies or Single Cannons, and things like Tactical Boff abilities are good for Dual Heavies.
All else being equal if you don't use ANY type of ability or consideration, you choose Dual Heavies.
If you aren't so focused on spike damage but on sustained (so Engies, drain builds) then DCs could be a good option. Of course their price compared to DHCs makes them very attractive to me when making alts.

The power drain is all too manageable on Scis and Tacs to make it even a consideration - it's made even further negligible when you factor in things like the Marion DOff and 2 pc bonuses that provide a -Weapons Drain component.
3 or 4 DHCs have the front loaded damage potential to remove an entire shield faceing in a single cycle, allowing for BO or torps, or the cannons themselves to start dealing hull damage in the first cycle. weapons like DCs that damage in gradually over 3 to 5 seconds will never remove a shield facing like that, they give the person getting shot time to respond. the more gradual time it takes DCs to deliver their full damage, plus 1 activation of manual distribution, is enough to blunt DC damage, where DHCs would already be causing hull damage. the DPS listed on ether is irrelevant, in a game were shields regenerate and you can distribute them across 4 facings, all damage that inst spiky or completely bypasses shields is utterly worthless.

Innate procs of the two weapons types were normalized. So rule that out right there.
