Does the Romulan faction have access to any star cluster daily mission like the Fed/KDF factions? If so who is the mission giver?

To be fair, the klingons only have 4. The Feds are the primary explorers of the setting.
KDF has been shafted on a number of things. Open your PvE queue on Fed and then on KDF. Compare and contrast. Of course, the KDF side doesn't currently do a lot of what's available there, but maybe if more attention were paid to the KDF, more players would make KDF toons and be more active on their already-extant or new KDF toons.
Either way, Romulans don't explore much? Seems inconsistent with the vastness of the Romulan territory in the galaxy map in-game, as well as the canonical history of Romulans traveling all over everywhere looking for a homeworld and then colonizing and conquering other worlds.
I mean a daily that rewards dilithium like "Explore Strange New Worlds"(FED) or "We Need Breathing Room"(KDF). Does the one your talking about do that?
Not to mention the star cluster dailies have nothing to do with exploring; most of them are basically just mini combat missions.
I don't think so. If you're after Dil, then the Pi Canis sorties open to KDF Romulans at some point, but it's not the same.
A while back I had the idea of addressing this with a farcical Foundry mission for the KDF called "Anything you can do we can do better" that was basically your warrior sweeping in to a terrified system and doing nothing but the classic five scans and forcing provisions upon the locals.
"You think a Starfleet petaQ can scan an anomaly?! See how a true warrior scans!"
"Please don't kill us!"
"Stop your sniveling, coward! Here are ten shield generators!"
But the Foundry hard and I am lazy. So if anyone reading this wants to make it for me, go ahead with my blessing

Do you have any idea at what level? I'm Commander on my Rom/KDF and cannot accept the "Breathing Room" daily.
We don't get "Breathing Room" and its associated missions. I have a level 50 Romulan allied with the Klingon Empire (and a level 50 Vulcan, and a level 50 Orion). We don't get it, nor the "Empire Defense" and its associated missions.
Yes, it would be lovely if we did, but we don't. Why, I don't know. Hopefully, the situation will change (the lack of Dil missions, not my not knowing, although I would like to know, too).
Do the Pi Canis sorties, best you can do, or do Crystalline Catastrophe, Federation Minefield, and the other Dil PvE missions. Go to the asteroid and mine Dil ore.
Pi Canis sorties are the only daily Dil missions Klingon-allied Romulans get (at the moment).
Oh god, I hurt my ribs over this so bad from an unexpected bout of laughter. Especially the line about scanning.
Correction:
Pi Canis sorties are repeatable every 30 minutes, so in that way, they're better than dailies (but yeah, KDF gets the dailies as well as the Pi Canis sorties, and therefore, so ought KDF-allied Romulans; "ought to get" and "do get" are two different things, though).
