I think the DoFF's are to watered down, and this is a source that is just untapped way to much. We should look at some upgrades, so here is a few idea's.
Ability to station doff in systems, as an automatic out-each source, that automatically generate Exp, Income over time (each day at reset). This will show various hot spots on the galacic map, that can allow the DoFF to be assigned there, they will also give other bonus's below (reputation)
(immersion ) an interactive video, with audio about status of the project, even if its something as simple as we failed, or succeed sir, it would be a great way to help the content be more immersive
(income) Lots of protects that are highly desirable in the fleet star-base, for DoFF missions, that can grant heeps of EC, or Dilithium ore, so we can start attracting people to the star-base more.
(reputation) DoFF Missions that give a player actual leveling experience
DoFF missions in the fleet star-bases that improve reputation with factions like Omega, Nakarah Ect, through stationing at in those systems, as well as repeatable 4 hour quests.
It may be even nice to see them running around, or hailing you to report.

What, just throw them out the airlock? Seriously though, that's not going to fly. Cryptic has no incentive to just let you keep earning Skill/Expertise points without logging in.

Please, no. That's a lot of time and work for something the vast majority of players will immediately turn off.

... if your starbase is under-populated, that's a problem with the Fleet. Throwing money at the problem won't help. And would really de-value already inflated currencies.

They already do! Completing Doff assignments grants you Skill and Expertise points, along with the other rewards.
