quick q on fleets

if I make a romulan character that aligns with the Klingons can it join a federation fleet? (are guilds actually restrictive based on faction, I have really no idea) ty.

    A Romulan character can only join a Fleet of the same faction which he is allied with...

    This is also the same reason why you don't see KDF characters in Federation Fleets...
