Questions on Duty Officers and Colonists

Just some observations:

1) It appears that most, if not all, of my colonists are Klingon and Klingon Empire subjugated species but not Romulan
2) The standard duty packs do not seem to have any Romulan/Reman Duty Officers (Survivor duty pack being the exception). i.e: Fleet support, etc
3) It appears that I can only acquire colonists from Omega Leonis and Beta Ursae Sectors, no where else.

    I find it strange how I can donate Colonists to fleet projects...but not slaves.
