So, I was in PvP earlier today and there was this team whose shields were impenetrable. I could fire all my mk. XII dual heavies and quantums and cutting beam at him all day long and nothing would happen with his shields.
One, how are they able to do that and two, how do I get to do it, too?
I'm got the plasmonic leach, I'm running all phaser cannons/turrets and a single quantum launcher as well as the borg cutting beam (with assimilated module). I've got three purple mk. XI phaser relays and one mk. X. Even running a2b with three purple technicians.
What ship was he in, was there team healing, what kind of abilities was he using at the time

Sometimes a group can be so on the ball the healing regen and resistance rates of a group of player's heals can offset damage.
Plus there is the chance if the player was in a karfi or any romulan warbird they where using the phasic devices, (makes you immortal for a time at teh cost of not being able to fire most weapons)

There are quite a few things that can do very well with that. Some ships are able to focus entirely on defense and become nigh unkillable.
I have a build to do just that. Uses a Eng captain in a Wells Science Vessel (Highest shields of any ship).
Stack resistances from Shield power @130 and a whole stack of captain/boff abilities for +shields and Elite Fleet Adaptive Shield with built-in resists.
Stack shield regen from a whole stack of boff powers, doff abilities and reputation powers.
Instant shield heals (like Science team for 10k/facing on a 13 seconds cooldown, that -with the new doff- also lowers cooldown on other shield heals and buffs shield emitters skill) and Miracle Worker.
Shield emitter consoles with +threat for PVE and random shield and hull heals.
In PUG pvp I've only ever died to 4+ enemy players focus firing. On the other hand I can't contribute damage worth a damn so what am I really worth to my team? It adds a great dynamic to PVP though, because enemies have to ignore me and try to isolate me from teammates.
A cruiser with EPtS IIIx2 and TTx2 can be very hard to bring down by a single ship, especially if he's got good gear. On the other hand, he's not likely to have much in the way of dangerous damage output, since you can stay on his aft shield indefinitely, and he won't have any tactical abilities above Lieutenant.
Good PVP cross-team healing can be hard to penetrate.

When I am in a cruiser in tank mode it no single person can kill me. It is quite doable if you know how. PM me in game tonight and I will tell you how.

I have 2 tac teams and emergency power to shields. I'm in an escort so I'm still kind of squishy. Still wouldn't mind having the firepower to knock down a tank's shields even if they're being healed by two or more teammates.
I run an escort too and I find I have good results popping attack pattern alpha and attack pattern Omega III along with rapid fire cannons II. I then use high yield torpedo and sit on my quantums until I see their shields fall to yellow or red, depending on how far away I am while bearing down on them with my dual heavies. People bring their shields up fast so sometimes it's best to fire the torpedoes before your first officer tells you their shields are exposed, by the time they get there the shields will be back up.
