"Flow" of missions after Nimbus

I just finished Nimbus. Having only done story missions thus far, I'm Level 26 going on 27.

Subcommander Nadel says "Go meet Admiral Kararek" who is in Psi Vel or Alpha Cent. or thereabouts. Since I've just finished Nimbus, I'm literally seconds away from New Romulus at this point.

I meet the Admiral, and he sends me to do "Abducted". I complete that and he says "go back to New Romulus and get a shuttle". Doesn't matter if I have one or I don't want one at this point, I must do this now in order to continue as this mission is not skippable.

So back to New Rom I go, and get a shuttle. And Admiral Karry says come on back to where you just were and do another mission, which is not a shuttle mission.

At this point i'm 28 going on 29. I do the next (non-shuttle) mission and its time for a new ship. Where do I go now? Back to New Romulus for a new ship and a snazzy cape-thingy! And I'm not getting frequent flyer (warper?) miles.

So the long winded exposition is to say this:

When you finish with Nimbus, how about Subcommander Nadel says "You need to go meet Admiral Kararek, but we need to make sure you have a shuttle first. Come on back to New Romulus and get one, then go off and meet the good Admiral".

Or alternatively have the shuttle requisition mission directly precede the shuttle-required mission.

It would cut down on needless back-and-forth, and make the New Romulus command structure look less scatterbrained.

Well they are setting up a new homeworld so they can be forgiven for a few things. Now If we were the Tal Shiar we would be much more organised
