This has been one of the most asked for items. Now there is zone you can fly in there is no rocket boots? The zone looks great but no rocket boots? Maybe next year. Do not take this wrong but no rocket boots? Other then that one thing I give the event thumb up.

as much as i'd love me some rocket boots (did get them in city of heroes) the jetpack is already a proven piece of technology that is easy to control.

Rocket boots were cannon for how many years BEFORE floaties?
Ignoring the fact that those rocket boots came from Star Trek 5...
Whatever Spock was using, it certainly wasn't rocket boots. For him to be able to hover in the ways he did in that movie would have required thrust nozzles on pretty much the entire surface, and pretty strong ones to to be able to hold him horizontal as it did. And I'm pretty sure it would have been physically impossible for them to hold him upside down. It seems more likely the boots were some form of magnetic or anti-gravity device.
And even if they were rocket boots, your argument that they are canon years before floaters still loses to the fact that floaters are canon *on Risa*, where the special event is taking place.

Ok, so they aren't rocket boots then. Reading through the Memory Alpha info, they only had a rocket component in the heel for improving speed, it wasn't the primary method of levitation. Of course, there isn't enough information there to say what actually is providing the levitation, which leads back to them being somehow magnetic or creating some sort of anti-gravity field, or who knows what else.
Of course, the technology is a moot point, "rocket boots" is just a general term for a boot-mounted flying device anyway. But once again, this is a special event taking place on Risa, and Floaters are canon devices on Risa. Boot-mounted flying technology is significantly harder to control than back-mounted flying technology, so it makes sense that a casual vacation spot would have a jetpack-like device available for general use, and it wouldn't make sense to add levitation boots to Risa when they already have Floaters.
However, now that flying mechanics are in the game, if new content is ever introduced that uses it elsewhere (and I REALLY hope it is, it would be a shame for flying to be a one-off on Risa), there's always the chance that the levitation boots or something similar will be added to it.

As has been mentioned several times in this thread already, and as I have already replied to twice, yes, LEVITATION boots are canon (although if you ask a large portion of the Star Trek fan base about Star Trek V, they'll reply with "There was no Star Trek V").
However, from a real-life standpoint, rocket boots are actually very difficult to control, and despite the hilarity of the testing scenes in the first Iron Man movie, it actually is kind of that difficult to use them. Placing the point of thrust so far below your center of mass is just asking for all sort of accidents.
Also, you're still missing the point. The special event is ON RISA. And Floaters are canon flying devices ON RISA. If we gain the ability to fly elsewhere, say as part of a Federation/Klingon military action, then I have no problem with Cryptic adding Levitation Boots because they're canon Federation military hardware (even though that scene from the movie was laughably unrealistic, even for Star Trek). But military hardware doesn't really have a place in a vacation resort like Risa, especially since they already have their own technology for the purpose.

Actually Impulse Drives and Reaction Control Thrusters (actually just about anything in Trek called a "Thruster") are forms of rockets.
Impulse Drives a rockets that use fusion to produce plasma that is ejected though a thrust nozzle for propulsion.
