SIF Console

I always hate asking questions that seem to me like they should have an obvious answer but...

I have a SIF console on my ship, but my Hull Repair Rate when I look at defense says 0.0%/min. Shouldn't it have some sort of value?

    the values for attack/defense ship stats are only accurate on space maps that are not sector space.
