I am a liberated borg romulan tactical, and i have both tal shiar adapted ships waiting for me. But now that i've heard about the incoming Scimitar, i have a 3rd option that is exceptionally tempting.
Normally i just like parking up and blasting my enemy to hell, so the battle cruiser is probably better that the destroyer, but if the Scimitar is going to be just as good at that, i might wait and give the tal shiar ships to another toon. But would the tal shiar ships be a good match for a sci/eng captain?

the scimitar is a carrier of some sort, more likely closer to the jem dread than the hec, since the scimitar can launch frigate class vehicles.
should probably wait until we got definitive answers. and the scimitar would likely be a VA ship, not RA, so you'd have to find another ship until then. carriers are usually best in the hands of sci or eng captains. as carriers are beasts of a tank when in the hands of Eng captains.

In general parking is very bad, and is going to make things very difficult for you in the end game if you choose to participate in elite events. Try to stay moving, and then decide how much you appreciate turn rate. This will likely help you decide which ship to fly.
Keep in mind as you level, the destroyer will turn a little slower than the free Mogai you get at 20. The battle cruiser will be a bit more agile than the free D'Deridex you get at 30. The scimitar will likely be the least manoeuvrable of the three and turn as slow, if not slower than, the D'Deridex, but it will have hanger pets that you can launch to battle your enemies.
I suggest strongly you play them and find out which ones you like to fly.

As has been said this is a pretty bad idea. Escorts and destroyers need to move to have a decent defense bonus, also to keep the enemy's weakest shield in your front 45-degree firing arc.
Cruisers need to move to keep the enemy in broadside angle, then to adjust a bit to fire off the odd science power or torpedo. Also, Eject Warp Plasma is one of the cruiser's best weapons.
But would the tal shiar ships be a good match for a sci/eng captain?
Captain type is 100% irrelevant to what ship you fly. There can be synergy, yes, but really your captain only brings 4 powers to the table.
A tactical officer gets some buffs, mostly to damage but that recharge all boff-powers one is really awesome on a science ship for example and everyone wants more damage. Engineers get power and heals which are handy for everyone all the time. Science officers get two debuffs and photonic fleet, again handy for every ship all the time.
That's it. That is the full list of what your captain brings to the table. Everything else comes from your gear, your ship, and your bridge officers. And as you can see, every captain class has benefits for every ship class.
So the more important question is what playstyle do you enjoy most and what ship will best enhance that experience.

nor do they have battle cloak, but the romulan passive helps make up for that.
also the adapted borg warp core adds to your passive regeneration.
i just wish i knew what the set bonuses are, i havent seen anyone post those yet, just the stats on the consoles.
Okay, first some redundant harping about 'park and shoot'. Simply put, this is bad. For one thing, being immobilized for any reason gives your ship a negative 15 defense. That negative defense correlates into a bonus to crit chance and crit severity for any attack targeting you. Now you might get away with it for easy STFs, but if you intend to do elite content, you MUST break yourself of that habit. Speed is life.
Second, on the topic of weapons, as the game works now, you LOSE if you don't fly a ship that's toting DHCs front with 4+ tactical consoles. You can certainly run tougher ships, but given that the content out there is quite achievable with a less durable vessel, you're basically punishing yourself by not going for an escort-type ship.
Consider yourself lucky that you picked romulans - just like me, you like park and shoot, and let hangars help you with dealing any approaching attacks.
And guess what's coming in at 5000 zen that is DESIGNED for park and shoot? That's right: The scimatar. Not for fed, not for KDF... just for Romulan.

I am looking at the console and sets, and the fact that it have a whooping 52000 Hull point (see in http://www.youtube.com/watch?v=F4Imy-s2l_M) it just completely scream powerful.
Hangar Drone ship basically allow it to be a "random pet", and coupled with Any Romulan rep pet...
Yes - use your console, park and shoot. Only problem is that it's not released yet...
