Look at the "Flow Capacitators" entry - the skill does increase the Polaron and Plasmonic Leech effect as well as Energy Siphon. It is part of any Drain build AFAIK.

No way it is that High. I think they cap it at 10 stacks, and that is total from all players. But if memory serves, my Fed drainer with Leech only gets -2 I think. Thats per stack so at best I could stack to a 20 if unresisted. Power insulators can take that number down to 4 for total effect.

On my recluse my weapons show the drain at 3.somthing points with my almost 230 flow cap, and as far as I can tell it gives me that full allotment, which would put it in line with other drains. so I could get 30. and the amount of power you get for a drain is unaffected by the targets power insulator skill, that only affects how much power they loose, you end up buff by the full amount no matter how little it takes.
I know because while my 48 point drain will hardly touch someone with 99 insulator, it pushs all my power levels up by the full amount.
The leech can stack up to 15 times and with flow caps you can get a 2.8 point per stack return rate. Leech is a dependent power in that if you stop firing its stops as well and ypur returns will drop.
Power insulators will entirely negate the drain against you the target if skilled to 9 even though you the user will still get full effect from leech in combat.
Somewhere buried in the forums is a whole thread on the leech that deals with its old stats and the changes the Devs made to balance it.

Free Gear and where to get it
As someone who uses the leech, it works with Flow Caps. With about 6 points I think the drain is 1.8 per stack, might be wrong on that.
Edit: Almost forgot, the "Show Info" tool tip on the leech console itself says that Flow Caps boosts the drain.

I have always spec'd my KDF into flow caps for as long as I have had the leech - I thought it did increase the power you get back?
