My char is a federal vice admiral tactical. As lts i have a token for exploration cruiser retrofit, tactical escort retrofit or long range science vessel.
I already use as escort the chimera heavy destroyer and a charal. I think that the tactical escort retrofit is useless for me so i want to try the science vessel (i love the intrepid class).
The Intrepid is very science based, Comm, Lt.Com and Ens are all Science.
I think the biggest problem is the Intrepid falls short compared to the Vesta.
There was a Torpedo build for the Intrepid which I quite enjoyed for a time, but it would work far better on the Vesta.

Another important question is what you skills currently have, and whether you're willing to respec. While escorts and cruisers can work excellently on the same skill spec, but science requires a whole ton of extra skills, as well as benefiting from the escort and cruiser ones. Honestly, your escorts will probably suffer from having to dedicate skills for sci abilities, at most your escort build can spare ~60k skill points without sacrificing performance, depending on your build, which may or may not be adequate for sci depending on what you want to do.

I just picked up tactical lieutenant commander then got the science vessel. I'm new to STO so I wouldn't mind some tips to gearing for DPS/ control/ confuse. I play mostly solo but i hope to get my wife involved. I've been reading the forums/ guides but it's a lot to absorb so any help is appreciated!

well, you can go with the Vesta class. its kinda sci/escort hybrid with those aux cannons. of course i think you can mount standard Dual cannons on it as well so you dont need the high aux and run it like a more traditional escort. though it is a little slower turning.
Long time science captain hear. I have the vesta, nebula and intrepid T5 ships. Sorry to say it but the current state of science powers in game is so terrible that honestly you should go vesta or don't go science. Honestly the vesta outclasses all other science ships.
Not because its better at science abilities but because science abilities have been so badly nerfed so many times that flying a pure science ship is only really viable with a plasma spamming burn build.
The aux cannons on the vesta allow you to avoid one of the bigger science drawbacks, (the need to shunt weapons power into auxilery).
