Please explain levelling to me....

I levelled up Romulan and it took me 3 days.
I am now levelling Federation and it has taken me 3 days to get to level 45.
The reason as I can see it is that the episodes that the federation gets is rewarded with 4000 xp around that and the same expisodes was given 8000 for the romulan. Please explain why.
is it because there is almost twice as many episodes for federation to get to 50 as it is for a romulan? is that why we still have to do the same quests, and get less xp for them?
