Skill Respec Issue

I've brought the "Wipe Slate Clean" Token to reset all Skills. Problem is, there is no "Token" in inventory and no button on the Skills menu to "Clear" or whatever. Help?

I believe you need to go to the skill trainer at the center of the earth space station to re select your skills.
