Sometimes there are player who play at strange hours (for example 3-4 am), when fleet recruiters are offline. But such people want to join certain fleet, unfortunately they can't because they play at strange hours.
Solution for that could be option to send fleet invite to offline player similarly to "friend invites" which player could accept or not after logging in. Such message could get to player as mail, or as mail with information where she/he can find actual invite (for example in "Find Fleet" tab of Social window).
To avoid abusing this method by spaming random people by mail, there could be limit how much people you can invite that way per day.
