That only shows what Zen your purchase. Your stipend can be determined by looking at your available Zen in game. There is a known on going problem with the Monthly Stipend where people apparently recieved double or triple the payout. If you don't have yours you may want to contact Customer Support - Billing and ask. They will get back to you and can let you know around what day it should normally come in.
No. Should there be? Absolutely yes. Why we don't have one is anyone's guess.
I'd say why we don't have one is obvious, actually.
Making the system opaque to customers allows Cryptic to get away with intentionally or unintentionally (thanks to incompetence) cheating people out of what they paid for, which translates directly to the bottom line when people who should have received a Zen stipend, but didn't, have to pay real money to replace it.
it's not like your zen amount is hidden somewhere. If you actually look at how much zen you have in game, there's no way you can miss a 500 zen stipend, and if you have so much zen that you don't notice 500 suddenly appearing in your account, then you have enough that you shouldn't worry about getting your stipend on time.

What was your exact Zen total on, say, April 8? Oh, what? You don't remember?
If you don't play the game for a month or two, remembering whether you had 1K or 2K Zen the last time you logged out isn't as trivial as you suggest.
Moreover, by definition, anyone who should be receiving a stipend is a paying customer. We should not have to keep detailed records, or blindly trust Cryptic - especially when their track record is so horrible.
And it's not like this is some kind of unreasonable or frivolous request. The two other games I've played which have a similar monthly stipend of some kind (LotRO and SWtOR) provide such a record, and have since the day they went F2P.
Is there anywhere a history where I can see when I received my Monthly Stipend? Or do the Zen points just appear every 30 days?
Usually I received my stipend one or two days after the billing day... but this month I received it about 10 days after, I suppose because of the server downtimes.

You couldn't be more wrong if you tried.
When you're saving up for something big, like a ship three-pack, and adding zen from purchases and in-game earnings it's easy to lose track of what you should have and do have. Especially if you're only playing once a week.
