Clarification on Romulan Singularity Harness please

Hey I was testing out some of the embassy science consoles and checking all the plasma damage bonus to plasma torpedoes DoT and eject warp core plasma. I hit a snag when I got the two set bonus for the Romulan singularity harness.

Set 2: Plasma Conductive Circuitry

+7.6% Plasma Damage
+15.2 Starship Electro-Plasma System

I noticed that it did not bonus the DoT to plasma torps or eject warp core plasma. Is that correct should this only be boosting energy weapon damage?
