Romulan Acquisition of a Tactical Escort Retrofit

Hello;

I have a romulan character in which I would enjoy to outfit with a Tactical Escort Retrofit (Defiant) however I have not yet met the required rank, I wish to be informed as to whether or not when I reach the rank of Vice Admiral I can with this romulan aquire it.

    You will not be able to use it. Romulans can't use Starfleet's Tier 5 ships.
