Having to limit certain classes to using certain powers and even certain tiers of the power? Give me a freaking break. I know just as well as anyone how broken and imbalanced space has been since season 5 but jesus christ man to nitpick these rules to such a large extent nobody is going to be able to wipe their a$$es in your group without it being a league rule violation.
It's very sad what the op has to do to create what he feels is "fair play". In reality it's a testament to how hard this game's pvp fails. I give you credit for trying but in the end the limitations will be this leagues undoing.
I took your list of rules and trimmed it down to what I feel would be "fair."
Team:
- maximum 3 Captains of each type per team ( Eng, Sci, Tac )
- maximum 3 ships of each type per team
- maximum 4 hangar bays per team ( carrier, escort carrier, etc )
Abilities:
- no Boarding Parties
- maximum 1 copy of Warp Plasma per team
- no EMP Burst ( Battle Module 3000 ) - just the ability
- no Temporal Inversion Field ( Temporal Set ) - just the ability
Weapons:
- max of 1 ship with tractor beam mines
- max of 1 ship with nukara web mines
Consoles:
- no Graviton Pulse
- no Aceton Assimilator
- max of 1 ship with vent theta radiation
- no Valdore console
Carrier Pets:
- no Elite Orion Interceptors
- no Danube Runabouts
- no Siphon Drones
Items:
- no Team Batteries
- no Jevonite
- no Nimbus Pirate Distress Call

There never will be enough pew pew in space these threads always turn into some form of QQ since that's how bad off space pvp is today!
