I was only looking at Faction (Romulans/ Remans) that uses Cloaking and the Traits that they have the makes use of the Cloaking device and wondering why the KDF did not have something similar since they also are a cloaking heavy race.
I stand by what I've said, the KDF is a cloaking faction and the traits that the Romulans were given that make use of the cloak should be applied to them in some way; however, that's just my opinion.
I'm afraid that I don't agree. Romulans invented cloak. They developed the perfect cloak with the Scimitar. They've the true masters of cloak, they've had it longer.
The fact that Klingons use a cloak heavily too doesn't necessarily mean that they should be exactly like the race that invented it in my opinion. At least not have the exact same traits as the Romulans.
Perhaps another cloak specific trait would make more sense, but not the exact same Romulan one. Maybe one that would suit the KDF in a more race specific way.
I do agree with your suggestion regarding the ground trait though. That one makes sense to me.

I disagree that the romulan traits specificaly need to be cloned and handed out.
I agree that its a little unfair that all romulan officers come with so many passive and useful traits.
So my counter proposal
Add more passive traits to the space/ground pool for all officers of all factions. Your weapon specialist idea is great, and perhaps the bonuses should be more fitting of their faction.
Say, for KDF,
Honor-space
As your hull level decreases your crit chance and damage increases.
Warriors spirit-ground
For each target neutralized you gain +*% to your damage, Stacks with a cap.
And perhaps some for fed
Leadership (new)-space
As you take damage your hull repair rate and subsystem repair rate increases, stacks to a cap.
Team work (new)-ground
Attacking targets being attacked by allies gives you a +*% damage bonus.
Similar but more inline with faction precedents.
We could also open the player trait pool to bo's with a chance for 1 player trait to show up at different levels of effectiveness (basic, normal, superior) for space and/or ground.

Now that the dust from LOR dropping has settled a little (loving it by the way) I thought I'd point out a couple of things that Romulans were given that I feel that the KDF (and for that matter the Feds) deserve has well.
The Romulans got some pretty Sweet Bridge Officer Traits that the KDF should have versions of has well.
The Romulan and Remans get Subterfuge, I feel that the Klingons should get the same skill but it should be renamed "Cunning".
Both the Romulans and the Remans have a version of Romulan Operative and I think that the KDF deserve this skill has well but a again I would rename it something like "Klingon Guile"
The Feds are kind of left out in the cold with the above since they are not known for their cloaking devices.
Another cool trait that the Romulans Bridge officers got was the ground Trait Plasma Weapons Specialist.
I think that both the KDF and Federation should be given Disruptor Weapons Specialist and Phaser Weapons Specialist respectively.
One last ground trait that I noticed that only seems to appear on Romulan BO and the Liberated Romulan Borg Science Officer is the Stasis Expert (not sure if I'm getting the name right) and I'd like to see this trait and others like it added has a possibility to spawn on all Bridge Officers in the game.
Klingons deserve some cloaking specific Traits just has much has the Romulans and Remans do and each faction should have some form of a Ground weapon specialization.

federation only got a limited number of ship types that can cloak and the defiant class should not be one of them since the u.s.s. defiant itself was the only ship to have the cloak and that was only in exchange for information in the gamma quadrant. if you want to cloak so badly for your defiant, buy the gal-x and steal the cloaking tech for the defiant. but you should never underestimate the resourcefulness or technical capability of federation engineers, given enough time any ship in the federation could use cloaking tech assuming the treaty of argeron was disbanded.
basic traits like the disruptor weapon specialist for kdf and phaser weapon specialist for feds should be given, but thats the only two things on the list that would make any sense.
