[FED] Embassy Romulan BOffs - Starfleet Uniforms?

Whilst visiting my Fleet Embassy in a Fed toon the other day, I've noticed that the Romulan BOffs listed in the store are described as "Starfleet Romulans".
Does this mean I can actually put them in Starfleet uniforms like the rest of the crew? Or are they still going to wear their default rags?
