Fourth Hotbar?

My Orion and my Romulan both have a fourth hotbar displayed vertically on the right side of the screen, when in space.

I've attempted to display a fourth hotbar for my Vulcan when in space, to no avail. What's the deal? I can't find any option for it, and pressing the 4 at the upper right of the main skill tray results in the addition of a tiny vertical hotbar on the left with three options: Fire All Weapons, Fire All Torpedoes, and Fire All Beam Weapons. Have I simply forgotten how I got the fourth hotbar on my Orion and Romulan? Is it disabled for my Vulcan for some reason? All my characters are level 50, and my Orion has done less of the storyline than my Vulcan (who has done less of it than my Romulan).

Any help here?

    press ESC, click Arrange HUD and there should be a hide/show button (or something along that nature)on the horizontal bar that will make the vertical bar pop up. it should display hotbars 4, 5 and 6
