Just my thoughts here, i just upgraded my AP DHC MK XI to Fleet MK XII Also Upgraded my Single front firing Torp to Fleet and 2 MK XII Fleet AP Turrets, and also Advanced Covariant Shield (CAP) (PLA) so here is the thing while if we look at the specs and the differences there does not seem to be much of difference let me tell you there is a huge difference in actual game play, i took those shinny new toys for a spin in a STF Elite.... and wow i was shredding everything in my path., Borg Cube solo Spheres you name it.... as before i was getting the job done but no where near as fast and deadly, not to mention i never got popped once (I fly an armitage HEC) with my MK Xi Gear i would get popped sometimes but not with these new shields.....so to make a statement, yes Gear adapted to your style will make a difference, and don't look just at the numbers or specs while on paper there does not seem to be much of a difference between MK XI and MK XII and MK XII Advanced Fleet gear...trust me the difference are a game changer........

The accx2 weapons are excellent, the advanced hyper turn 3 engines are very good. however, in my experience the advanced resilient mk xii shield i bought is not at the level of even the maco mkX that i run now, and was a waste of fleet credits and dilithium. I did not try the covariant so ymmv.
The only passable Advanced Fleet gear are the APs (because they're the only APs in the game), and the Advanced [Turn]x3 Engines. All the others are outclassed by stock purples or Elite Fleet gear, and therefore, utterly worthless TRIBBLE.

Don't forget that alot of us are not part of huge faceless fleets, So the best we have is the advanced stuff, and that's the way it's going to be for many, many months to come.
And they may be outclassed by some purples, but these are also extremely difficult to get. You either have to have fantastic luck in a drop, or dish out 30,000,000 on the exchange.
The [Acc]x2 [Dmg]x2 ones are good for any PvE content. [Acc]x3 is only really needed in PvP, though the rollover Crit chance may be of use. Also as stated, if you want to run AP they're the only game in town aside from crazy exchange prices. Can't even get the Borg ones anymore.

Correct i am using this shield temporarily working on getting my MACO MK XII space set, once i get them there will be another big difference, i should have them by another week or so

To be honest, the DMGx3 and CRTH ones never failed me against the borg.
Mind, CrthX2 and CrtdX2 would be better. or CrthX4....
I have to second what tpalelena says. I did some combat log analysis on my [CrtD]x2 [Dmg] Mk XI DHC and found I missed about 2 shots per STF (yawn). Two [Acc] modifiers is overkill for PvE.

any acc above the defense value of your target is "reused" as crtH and crtD
last half of stoked episode 76 al rivera explains it...he also explains resistance magnitude in this episode
although the video is ancient...those mechanics never changed
it definately is save to say, that when fighting NPCs, ACC is not the most optimal modifier. But it is by far not useless...2 ACC are definately weaker than 2 crtH, but (now i'm honestly guessing) not by that much
also i would say that if you have less than 10% crit chance on your captain, don't bother with crtD...this stat starts pulling it's weight at a much higher crit rating. crtD is a stat to consider for tac captains imho, and not so much for engis or sci...those are better off stacking crtH in pve
