What do I need to get this ability? Its greyed out for me.

It's greyed out for everyone. They've taken Foundry editing/mission creation and the ability for players to comment on Foundry missions until they have the bugs introduced into the Foundry at LoR launch, under control.
Once it's re-enabled, if you're not a Gold member; you need to buy some Foundry mission slots (7000 Refined Dilithium for 2 slots or 10,000 Refined Dilithium for 4 - and you can purchase up to 40.)
The slots are a count of how many missions you can have active/published at the same time.
Also, the slots can be re-used (IE if you want, you can unpublish and delete an existing mission in a slot, and create and publish a new one using that same slot if you like
