How do I obtain them?

Because I have been Doing the Fleet actions, and such and got nothing for it T.T

Not even a Crystal Shard.... and I want to complete my Event Tire.

    The CE event has ended, so you won't be able to complete the event, until maybe they bring it back another time.

    The current CE fleet action does not drop shards, just loot drops, dilithium, and marks.
