I have a question regarding Purple PWO, my current Armitage HEC is configured with 2 Quantum Torp Launchers MK XI - MK XII and 2 MK XI zero point consoles from what i can gather these PWO are supposed to increase my torps in terms of how many times i fire them, problem is i don't see that much difference is this normal? and i was wondering is it because i am using 3 of the same PWO (Ten of Ten Liberated Borg Officer)? or its just doesn't make that much of a difference?
Here's the thing about PWOs: they're not a guaranteed thing.
With three doffs you get three rolls, but it's only a 20% chance to proc each roll. For a quantum, you need at least two procs per torpedo fire to keep firing at the torpedo GCD. That won't happen that often.
Either swap to photons (which only need a single proc to maintain sustained fire), add a third fore torpedo (I don't recommend that given what you sacrifice in terms of shield breaking capacity) or accept that with only two launchers you're going to have significant holes in your torpedo output.

Yes this is what i thought a lot in STO is based on PROC, that's why some days you do an insane amount of DPS and some days not, but ill stick with my quantum torps as i really love them they go well with my build load out and my style of playing

I have two of them as well, but i've been using the Romulan rep Torp and it becomes very noticeable. At times i will randomly fire 6-12 torps in succession, so as was stated earlier it all seems to be on the luck of the Proc. Although sadly i have a drone Doff that say 100% which clearly isn't the case, so it's possible the numbers might be off somehow or it's just not procing like it should. *COUGH[borg]COUGH* But then again
