I reaches level 10, but I can't get a new Klingon ship. What do I do?

getting the new ship isn't tied directly to level
you have to do the promotion mission (basically just talk to your boss) first
to actually get the unlock and requisition token.

if you've done that

call a GM, something broke.

I think I might have accidentally refused the mission, is it possible to regain it?

yes, just look in your list of avaiable missions

Its called "test of mettle" I think. There's no promotion mission for level 10 like at other levels.
Test of Mettle, gives you your free ship.
