Trouble Equiping new Romulan Projectile Weapon Doff

So Today I was fortunate enough to get a Very Rare Romulan Projectile Doff. The Doff's name is Xucem, and his ability when equipped is +20 to Shield power for 10 seconds when torpedos are fired. I am not able to bind him to my character, yet I tried the same thing with a lower tier Romulan projectile weapon doff (rare) and was able to put put him on active duty instantaneously.

Is anyone else having this issue?
