Anyone else not like how cool-downs are done on batteries. Instead of a 2 minute cool down on same type and 1 minute shared on other types, How about make the cool-down be device slot related. For example, a 2 minute cool-down on that device slot, and a 1 minute shared cool-down started on the other device slots.
So if an escort captain wanted two shield batteries in both slots, it would be a reduced cool-down. Right now it offers no benefit to have both slots of the same type battery. Even if it was just a 15 second benefit, I think it would make more sense than nothing.
The whole reason of the Global Cooldown on batteries and the reason it is so long is to stop things like PvP becoming about who has the most batteries.
In fact PvE would become a lot like that as well.
If you want to reduce the cooldown on batteries, there are special quatermaster type doffs that you can get that will reduce them.

As opposed to who has the best ships, gear, and universal consoles, like we have now? Skill plays a part, but the ships and whatnot compensate for a lot.
But of course, the current approach makes Cryptic money, so they aren't in a rush to fix that.
