the f2p and veteran rewards pages both cite the respec token to be a full respec, namely skills, reputation and traits. character created before the legacy of Romulus release got multiple trait respec tokens, when the full respec tokens were broken up. newer characters are not afforded the same luxury.
I think that splitting up the respec token is a further way for cryptic to nickel and dime us. I sincerely hope that this is another bug, because a full respec should provide what it says it does. it should allow captains to respec their skills, their traits and their reputation choices.

The odd thing is that my old characters have about 10 respec tokens (I believe these are the ones that wipe everything clean) whereas my newly created Romulan has zero. I hope this is some sort of bug.
actually, it was an unknown side effect of the rep system that respec tokens worked on the reputation passives.
my guess is that since trait respecs were just introduced recently they split the tokens up more for simplicitys sake, some people dont want to spend 30 minutes redoing their entire character if they just want to respec their traits.

I honestly doubt it's for simplicity's sake. they tossed it in the dil store for 20k a pop each. and introduced a z-store bundle for 900 zen. 500 for the skills respect and 200 zen each for the reputation and traits.

It was a full respec. I had to redo all my skill, traits, and rep passives.
