Call me crazy but I'm working on getting the nukara set over the omega rep sets. Its new, its shiny, and I've don the other sets already before LoR. I will add that if you use tetryon weapons and consoles its significantly boosts the nukara rep power and more than likely (haven't finished the set) the 3 piece pbaoe. While it doesn't have the best stats there is a fair amount of refracting from the 3 piece set and just the beam bank. Its been helpful for clearing the spamtastic pet barfing all over the PvP arenas post LoR. Cryptic needs to seriously think about what they're doing. PvP is getting ridiculous with 40 pets on either side coupled with all the placates. Its getting really hard to keep focused target targeted. Anyways, I'm surprised more beamboat FAW types aren't jumping all over the nukara stuff yet.

it is very hard to find the best possible Deflector,
A Science abilities are too weak on its own, and need to be boosted
by a Deflector, a Console, a Set Bonus.
or just to have the best possilbe Defense against a Power or Shield drain

one more playable ship than the Tholians and still a total of 105 on the Deflector

The Jem Mk XII is a Lobi item. 200 Lobi with 4-5 Lobi from a Lockbox on average? 125 Zen for a Key for a Lockbox. 40 keys or so? 5000 Zen or 4500 Zen if you buy 4x 10packs. So about $45? Wait, what if you did it via Dil->Zen using somebody else's cash? That would be 495000 Dil at the current rate of 110:1. Would take you ~62 days on one toon to make that much.
Each Mk XII Nukara piece is 32500 Dil. 97500 vs. 495000, eh?
Also, you keep talking about the pts as if they're all equal value.

Yes there is a pattern for regluar stuff. But as you have shown or should have noticed they do what they want with special set items. Your nukara deflector is still better than a regluar MKXII despite both being purple.
Also lets explain a little part of the common pvp mindset here: When cryptic releases new stuff we take a look, if it is not op or broken we scream: Yay, best patch ever!.
If they add a deflector with +1 driver coil for 500k dilithium the pvp answer would most likely be: "lol".
When it comes to gear most people chose a good shield and look for def/engines at the set bonus they want. If they do not need a certain bonus they look at the thing that gives them the best stats.
The nukara set is pretty unimpressive. The shield lacks a good resist, the deflector has nothing special and the engines are not even hyper impulse. The 2 piece set bonus is rather pointless and I suppose the 3piece might be too. There is no reason to actually want to use that thing (or I can not really see any). And if I would ask for a buff I would start with the shield, than I would want the 2 piece bonus to repair in 1 sec next.
As deflectors go choose the set you want and if you do not want a set you will probably go with a fleet deflector. STO does have problems with balancing, not all ships/gear/abilities are equal. Asking for a buff for a certain thing is always risky, it might end up op.
So are the stats of this deflector fair? Maybe not.
Does the way cryptic blances the items make much sense? In my opinion no.
Do people care about this deflector? In the pvp community I really can not see why they would.
Also my personal opinion is still: If that deflector had all the stats I ever wanted or would be part of a setbonus I want I really would not care what the sum of its stats are (ok I would probably frown if it was less than a regluar deflector)
Also I truly find the romulan alien size bug much more outraging than this deflector

The 3 Set Bonus is for "blowing up Widow fighters" OR blowing up a Tholian WEB --> very funny :-D
(it is almost the same as the the Tier 5 Reputation Ability --> double fun :-P )

On Defera you get omega marks as well. Not as many as in STFs, but lots of fleet marks in addition.
