No need Skills keep popping up on Hud

Every time a new screen loads in, I keep getting unwanted B.O. skills automatically popping onto the Hud. I have to keep drag them off. Locking the skills makes no difference. In the past, after dragging them off a few times it seems to stop, but lately it has been continuous. It's annoying!
