Lol, every time a request comes by is more weapon power. It would be nice to have more shield and aux power. I think things are pretty good on the weapon power front already.
A 15 second proc with a 7 minute cooldown wouldn't be worth anything. That's a 3% chance for a 3.6% uptime. If cryptic ever added special warp core, you can be certain the proc cooldowns wouldn't be greater than 30 seconds just based on their current precedence.

Warp/Singularity cores focus almost entirely on power level related boosts. A piddling 5 (max) boost versus the current standard that have been set by M/AM and Singularity cores means even though I might get an occasional shiny proc, the lack of power makes me shy away from it almost automatically.
Fleet Warp Cores are coming! We probably won't make warp cores for existing sets like MACO/Honor Guard, but future sets will possibly include Warp Cores as well.

That's the idea. Add a 4th component to all the sets, seeing with the addition of warp cores to the game.
