The space sets are not as good as Omega rewards, at least in common opinion. The ground sets all have an EV suit to set them apart fr, and the cryo shotgun is pretty good, so it's a decent set for fighting Tholians in their own environment.
Other than that, passives and the active power is isometric charge in reverse - first hit is the biggest and it drops from there.
There are only two things that interest me from the Nukara reputation, that is the Ultra Rare fighter and the Gunsword. Everything else is just garbage.
Honestly, I'm tired of the grinding. The marks we get are literally 3x less than what we get with Omega and Romulan Reputations. So it's making the grinding significantly less fun. And multiply that by the number of characters you got.
At this point, I don't want to see another Reputation system in STO ever again.
The passives are really nice. Definitely worth advancing for them. Not sure on the Tier 5, but honestly, it's a free active, not much to really complain about there. The console is also pretty, but hard to gauge it's value.
To be honest i'm not really impressed with this set as well. Aside from the fighters there was really nothing here for me other than more grinding. I think they should have put more effort into raising the level cap rather than a rep system. Either that or make them account based rather than character based. Not every one of my characters needs every console on their ships not to mention the fact that once you max the rep level there's basically no need to play those missions again.

Well, if you don't need the gear, then just slowly take your time getting the rep and it is a reasonable source of Dil. Assuming you don't buy anything, but just level for the passives, you earn 16,800 dil plus whatever the end bonus is, plus anything extra from converting marks post t5.
I know on one of my characters who isn't getting anything from romulan rep, that worked out to a free 49,000 dil for finishing t5, and mark turn-ins have added up to another 20k so far.
Omega's t5 reward is just 9,000 dil compared to romulan's 32,000. I'm curious what nukara's will be.
As others have already said, pretty much for the passives only. Most of the equipment isn't very good.
Azure rescue/CC, thake about 13 minutes and give you 25 marks (30 when the event is running), a console is 500 marks (13 * 20 = 260 minutes of game play for 1 console) compared with omega marks 75 in 5 minutes = 35 minutes for a console.
So passive only, till they fix the marks (don't hold your breath)
The console delivers an extra [Acc] on beams, making it juicy for a Cruiser or Science ship, while also providing an additional +5 Shield power.
Except if you know the Defense on my newly minted Romulan fleet ship has a staggering Defensive value of 135 without using even Evasive or Subspace Field Modulator so up to 175 in Defense - you'd realize the extra [Acc] is pretty much irrelevant.
Not planning on getting anything from the Tholian reputation system. Not impressed by any of it except the Tier 4 passives, which will do wonder to both my Fed and Rom toons, as they both maintain Aux at 125. Put it mildly, the gears and consoles of the Tholian rep systems are poorly designed and making them universally unattractive and unpractical. It almost sounds as though it was put together very quickly as an afterthought to the main LoR campaigns and stories. If so, I see no point in investing time for getting any of it except for the passives.
Nukara offers more for support cruisers/science ships than for everyone else. I (Tac player) stopped after reaching Tier II. First of Nukara marks are a pain to accumulate. Secondly the traits and equipment from Tier III-V are simply not worth it if you don't do ground PvP (Tier III trait and ground sets) as myself and don't heavily run on Aux power (Tier IV trait). My Mogai currently runs an Aux2Bat build and would therefore gain absolutely nothing from Tier IV, and Tier V is just another one-click-wonder (presumably with another 10/15 minutes cooldown) which isn't worth the grind for all these marks.
I may continue upgrading Nukara rep if Cryptic heavily increases Nukara mark rewards. Until then I have enough other things to concentrate on on my Romulan toon.
The Nukura stuff and passives look nice.....just no way in heck i'll grind the system until they up the mark rewards across all missions....20 marks is just a bad joke on ppl grinding it.

I'll run Nukara rep for the passives on all my characters, eventually. Just like I'm slowly working my way through Romulan and Omega rep on all of them. And the console intrigues me for my main, so I'll probably get that. And maybe I'll unlock the MK 12 Tets store for my Fed Sci captain. But that's it. I'm done with all other MK 12 equipment, especially the sets. It's too much work for too little improvement over MK 11 purples, especially for characters I don't play all that often.
As a Tacscort, I'm not planning on rushing through Nukara rep.
I agree with everyone that the passives are nice, but to me it's the same thing as New Romulus -- it's basically just for the passives. Maybe a console, too (although I've been playing with using Plasmonic Leech instead of the Zero-Point console lately). The rest of the equipment isn't too great for someone not using a Carrier, and who already has Very Rare Mk XII Phasers and appropriate Phaser Relays. It's quite a hassle to switch weapon types because of the consoles, so there's no reason for me to even try Plasma or Tetryon weapons from the Reputations.

Their are some nice gear but the passives from the reputation makes it worth going up in tiers.

If you have any science officers at all, look at the tier 4 powers. Think Vesta with that offense boost.

ditto.
no other reasons for it. the survivability passives is something my tac reman needs atm.
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.

Why would they make the new reputation worth less than the old one? Just like the marks you get for nukara missions are a joke.
Too bad, I probably would have gotten a ground set if they were open to modding in the tailor like all other ground sets from reputation. Go figure.
Fact of the matter is you need the fast remod sets but that wouldn't prevent you from wanting costumes.
I have t5 scorpions for my carrier so 5 weeks worth of work just to test the nukara ones, no thanks.
Which is good I guess, I'd hate to have to grind another rep on my 3 main characters.
